The observation period starts as soon as the police officer or other witness sees or even hears you.  This can take place at home, in a parking lot, in a convenience store, or any other public area. 
 
Unrelated people in public, if called into court, can freely testify against you about how you were acting and whether they saw you drinking and/or driving.
 
After a Bucks County police officer or Pennsylvania State Trooper stops your vehicle, he or she will usually report the traffic stop to Police Dispatch and possibly run your tags to get some information about you. The Bucks County police officer or Pennsylvania State Trooper will then carefully walk up to your vehicle watching your body movements.
